EUSR-EULEX statement relating to the implementation of the Dialogue agreement

The agreement reached in the Dialogue in Brussels on 2 September regarding customs stamps marked an important step forward in ensuring freedom of movement of goods in accordance with European values. We were consulted by the authorities in Kosovo on the process of implementing that agreement. The resulting plan is aimed at improving the rule of law at the gates in northern Kosovo. The plan comes into operation on 16 September. The EU expects the embargoes relating to trade between Serbia and Kosovo can now be lifted.

The European Union Special Representative, Fernando Gentilini said: “It is very positive that the Kosovo authorities have consulted us on this. I hope this will enable the implementation of the agreement reached at the Dialogue table. The plan should help prevent smuggling and improve safety in the single customs zone of Kosovo.”

The Head of EULEX, Xavier de Marnhac, said “This is all about improving the rule of law in the north which is in the interests of all law-abiding citizens and is what EULEX is for. There will be mixed teams at the gates. The operational work will be done by EULEX, according to its mandate.”
