Who can apply for local staff positions?

What is your policy regarding employing minorities?

Is there the possibility of an internship in the EULEX mission?
EULEX recently launched an internship program for international applicants. Candidates interested in possible future internship opportunities are recommended to monitor this site regularly.

Can you inform me about the status of my application?
Only applicants who have been shortlisted and called for interview will be kept informed. All other applicants should assume that if they don’t receive any notification from us and a new call for contribution is launched, their application has been unsuccessful.

I applied for a previous advertisement; do I need to apply again for the latest call as I am still waiting to hear the outcome from the last one?
If you have heard nothing you should assume your first application was unsuccessful and you are welcome to apply again.

How will I be notified if I am selected for interview?
Usually candidates are notified by e-mail. If there is no reply, candidates are contacted by phone.

I was interviewed but have not heard anything further?
We endeavour to notify all interviewees of the outcome of their interview. Occasionally due to the very large numbers of applications and interviews delays might occur. If you have not heard before a new advertisement has been placed you should assume that your previous interview was unsuccessful.

I fulfilled all the requirements asked for in the job descriptions and have a huge amount of experience but still was not interviewed, why?
We receive a large amount of highly qualified and experienced applicants making competition for each advertised position very tough. Not everyone can be selected for a position

Who can apply for a job with EULEX?
The citizens of EU Member States and the citizens of Third States contributing to EULEX (Norway, Switzerland, Turkey, USA and Canada) can apply for international positions unless the person concerned is permanently resident in Kosovo.

Can I send more than one application form?
No, we only accept one application per person per announcement.

Can I list more than three priorities on my application?
No, we only accept the first three priorities listed on your application regardless of how many are placed there.

I am a retired police officer can I apply?
We accept applications from candidates applying for a contract under 65 years of age. The limit age for seconded candidates is set by the National Authorities according to the internal legislation.

 

International Internships

General Questions

Who can apply for an internship with EULEX?
The citizens of EU Member States and the citizens of Third States contributing to EULEX (Norway, Switzerland, Turkey, USA and Canada) can apply for internships unless the person concerned is a permanent resident in Kosovo.

What is the meaning of "supported" and "direct" applicants?
Supported applicants are those candidates that are supported or nominated through their national authorities; e.g., Ministries of Foreign Affairs, national development agencies, etc. Direct applicants are those candidates that do not have the option of support from national authorities and apply directly to the mission. Supported applicants must send their applications through their national authorities and EULEX will only consider them valid through these channels.

What are the basic requirements?
Applicants need to have completed three years of university studies corresponding to a Bachelors degree. If enrolled in further studies, e.g., for a Master or Ph.D. degree, this will – if stated in the job description, be considered an asset.

Do I need to have a drivers license?
No. As interns are not eligible to drive EULEX vehicles, a drivers license is not a requirement.

Do I need to submit copies of degrees or other copies with my application ?
No. Applicants only need to submit the application form duly and thoroughly completed as the application form will be the first stage of assessing the most suitable candidates. On entry to the mission, interns need to submit copies of passport, medical certificate, criminal record certificate, and university degree including proof of enrolment in further studies, if applicable.

Can I send more than one application form?
No, we only accept one application per person, position and announcement.

Where in Kosovo will I serve?
Interns are currently only serving in EULEX, Pristina.

Can I list more than one priority on my application?
No, we only accept applications for one internship position.

How long is the internship for and can it be extended?
The internship is for 5 months and it cannot be extended.

Can I immediately apply for regular positions at EULEX during my internship?
No. Interns cannot apply for regular positions during their internship nor for the next six months following the end of the internship.

Is the internship paid?
Yes, interns receive 500 Euro grant per month. It is the interns' own responsibility to ensure whether the grant is taxable in their own country.

Am I insured by EULEX during my internship?
Yes. EULEX provides a comprehensive insurance coverage for the duration of the internship only. All other insurances is the responsibility of the intern.

If selected, does EULEX cover my travel costs to and from the mission?
No. All travel costs to and from the mission must be covered by the intern or its supporting authority.

Do interns accrue leave days?
No. Interns do not accrue leave days but enjoy the same holiday leave days and weekends, as for regular EULEX staff.

A family member of mine is working at EULEX, is this a problem?
Not in principle. If interns have any relatives working at EULEX, this just need to be stated in the application form and only in cases of possible conflict of interest, will this be taken into account.

 

The Application Process

Can you confirm receipt of my application?
If you applied as a seconded candidate all correspondence is dealt with through your nominating authority. If you applied directly as a contracted candidate, it is impossible for us to acknowledge receipt of individual applications due to the very large numbers of applications.

Can you inform me about the status of my application?
Only applicants who have been shortlisted and called for interview will be kept informed, either directly for contracted appointments or through their nominating authorities for seconded. All other applicants should assume that if they don’t receive any notification from us and a new call for contribution is launched, their application has been unsuccessful.

I previously applied for a position that is being re-advertised, do I need to apply again or will my old application be considered?
Your old application will not be considered and you should apply again.

I would like to make an update to my previous application how can I do this?
You can not update an application after it has been submitted. Only the original application will be considered. Of course if you are applying again for a new Call for Contributions, then you may just submit your updated application form as you application is only considered for the Call for which it is made.

Can I send my application at any time for possible future positions?
No, only applications submitted before the application deadline and through the proper channels will be considered. Other applications outside of this timeframe will not be considered.

Do I need to sign the electronic version of the application form?
No signature is required when filling and sending the electronic version of the application form. However by submitting the form you are vouching for the accurateness of the information given. Any misleading statement in the application form may lead to your exclusion from the selection process or to a termination of contract.

How will I be notified if I am selected for interview?

Otherwise, all applications for a contract are given equal consideration and decisions concerning the shortlist are made by a panel of international staff members.

 

Seconded and Contracted Positions

I am an ‘international’ and I want to work for EULEX. What is the difference between the seconded positions and the contracted positions?
There is no difference between the positions concerned; the difference is with the employment regimes. The seconded staff is seconded to EULEX by their national employers. The contracted staff is employed by EULEX through an employment contract.

How can I apply as a seconded applicant?
You can only apply as a seconded applicant through your national authorities. Only applications received through the national nominating bodies will be considered for seconded status.

Can you tell me which of my national authorities I should send my application to for a seconded position?
As each Contributing State has its own set of procedures we do not keep this type of information. However, we suggest getting in touch with your Ministry of Foreign Affairs or equivalent for more information.

Can I apply for all positions as a contracted applicant?
No. You can only apply as a contracted applicant for positions with “Employment regime” Seconded/Contracted indicated on the job description. However, even if a position is open for contracted applicants preference is given to seconded applicants.

I have applied to my national authorities as a seconded applicant can I also apply to the mission as contracted?
Only if your national authorities do not support your application. If we receive two applications, one from your nominating authority for secondment and the other directly from you we will process only the seconded application.

 

Deployment and Contract

When will I be deployed?
The dates are not set yet but all candidates will be informed in due course of their anticipated deployment dates.

What salary/grade will I be on?
Final salary, based on grading, depends on several factors including the post applied for and years of relevant experience. This process takes some time and it is impossible for us to give accurate quotes to all applicants. I would like to know more regarding the duration of the contract and the type?
There is no decision made on the length of the contracts. However, normally the contract duration is 1 year with a possible extension. The minimum tour of duty for seconded is one year. According to national regulations, some Participating States might extend this period.

How long will the mission last?
The mission is scheduled to last 2 years with possibilities of extension.

Will the Contracting authority (i.e. the Commission) be in charge for initiating and following-up the entire process?
The contracting authority for EULEX is the Head of Mission.  

 

Practicalities

Q: Visa. I was told in the Ministry of Foreign Affairs of (certain country) that I can be in Kosovo without a visa only for 3 months. Does this mean that in the case of longer employment I need to get a residence permit in Kosovo? Maybe you know what kind of documents should I prepare to be able to get that permit (if I need it)?
A: No visa is required for any staff working for EULEX Kosovo during the whole period of employment.

Q: Educational certificates and Employment Attestations: I could send the scanned versions of my documents by e-mail. Do you need them to be officially translated in English language?
A: If the requested documents are not in English all the documents must be accompanied by an Official Translation in English language.

Can you provide me some information regarding the documents I have to send to you?

  • Passport – The candidates must obtain a passport from their respective national authorities.
  • Visas – Not required for Kosovo.
  • Security clearance required – To have or obtain national security clearance. The necessary level of security clearance can be found in the job description of the post, and will also be communicated to the Sending States for selected seconded candidates, and directly to the selected contracted candidates.
  • Certificate/Booklet of vaccination – no specific requirements for Kosovo are currently in force.
  • Medical certificate – To be in possession of a valid certificate declaring the staff member fit for the mission.
  • Driving licence – To be in possession of a valid driver’s licence for motor vehicles (Category B or equivalent). Ability to drive any 4-wheel drive vehicle.

How do I get security clearance personnel security clearance (PSC) and when do I need to submit it?

There is no requirement to have security clearance before applying.

The lack of possession of PSC, even if required, is not an impediment for the selection of the respective candidate. The Mission, in its capacity of employer, shall subsequently acquire the PSC from the respective national security authority, after the selected contracted candidate checks-in.

If required by the job description of the post, the seconded staff member must submit a valid PSC during the check-in process. The PSC is issued by the individual's competent national authority following the request of the seconding authority.

I would be grateful if you could let me know where and how I can obtain medical clearance. Could you provide me with any template or form as an example please?
Medical clearance can be obtained from a personal/family doctor in your place of residence. No specific templates are required. You will have to prove that you are physically fit for service.

The EU security clearance is necessary only for police officers or even for civilian staff?
The EU security clearance is necessary for every person who joins the EULEX as mentioned in the job description.
