On 15th September 2025, the European Union Rule of Law in Kosovo (EULEX) had the
pleasure of welcoming fourteen judges from the Federal Administrative Court in Leipzig,
accompanied by representatives from the German Embassy in Kosovo. The purpose of the
visit was for the judges to gain a deeper understanding of the Mission’s mandate in
strengthening the justice system in Kosovo.
The group was received by EULEX Deputy Head of Mission, Emily Rakhorst, and was given
a detailed briefing on the Mission’s monitoring work by the Head of the Monitoring Pillar,
Giovanni Galzignato, and the Deputy Chief of the Case Monitoring Unit, Heidi Heggdal.
During the meeting, the judges had the opportunity to discuss in length how the robust
monitoring carried out by EULEX’s Case Monitoring Unit contributes to fostering judicial
independence, transparency, accountability, and respect for human rights. They also
explored the challenges faced by the Unit, as well as its most recent achievements in
advancing the rule of law.
