In line with its commitment to advocate for a humane criminal justice system, with a focus on rehabilitation and reintegration of offenders, upholding safety and security for the community at the same time, on the 7th April 2025, the European Union Rule of Law Mission in Kosovo (EULEX) organized the first of a series of four workshops aiming at strengthening the co-operation among the justice chain to increase the use of alternative sentences, diversion measures and to improve the capacities of the Kosovo institutions to address rehabilitation and reintegration of criminal offenders.
During the event, facilitated by the EULEX Correctional Unit, Kosovo judges, prosecutors, probation service and correctional service officers as well as police officers gathered to address the challenges connected to alternative measures and diversion measures, debating how the use of non-custodial measures contributes to restorative justice and reintegration of convicted persons.
In the next weeks, the Mission will organize other workshops – as part of its small-scale project - to further increase the effectiveness of criminal sanctions through non-custodial alternatives to imprisonment available, that have proved to reduce reoffending rates, as well as to offer better protection of human rights.
