Introducing Electronic Monitoring in Kosovo's Correctional System

On the 3rd and 4th April 2025, the European Union Rule of Law Mission in Kosovo (EULEX) hosted a two-day workshop for fourteen senior staff from the Kosovo Correctional Service and Kosovo Probation Service, focusing on the introduction of electronic monitoring of offenders as an alternative to detention.

Electronic monitoring as an alternative to imprisonment is a judicial response that can support the rehabilitation of prisoners, reduce the negative effects of imprisonment, and facilitates a gradual reintegration into society—ultimately aiming at reducing reoffending. It can also help address the issue of prison overcrowding and bring cost-effective benefits.

Delivered by EULEX’s Correctional Unit alongside experts from the Finnish Prison and Probation Service , the workshop covered: European standards on electronic monitoring, technical requirements and devices, Finnish best practices and real-world implementation.
