A sentence plan serves as the foundation for activities to prevent reoffending, while actively supporting resocialisation and reintegration into society after release, and it should be developed individually for each prisoner.
From 26 to 27 January and on 11 February 2026, the EULEX Correctional Unit facilitated two workshops for Correctional Service’s (KCS) staff members in order to draft and finalize the KCS internal Guideline for the Implementation of Sentence Plans and its accompanying review template: an important step toward strengthening professional standards within Kosovo’s correctional system.
The guideline introduces a clear and practical structure for sentence planning, helping ensure consistency, accountability, and real, trackable progress throughout a prisoner’s sentence. Each plan is tailored to the individual, considering specific risks, needs, and rehabilitation goals, and serves as a working guide for correctional staff to support meaningful change.
Regular reviews ensure that the plan is kept up to date taking into consideration prisoner’s progress and evolving circumstances.
The newly finalized review template gives correctional professionals a straightforward tool to assess developments, adjust measures when needed, and better support rehabilitation and reintegration after release.
The development of this document forms part of EULEX’s ongoing support to KCS in establishing sustainable working practices aligned with European standards.
