Children’s Privacy and Institutional Responsibility: EULEX and IPA address the issue of protection of children's personal data in the digital world

On 1 of June, on the occasion of International Children's Day, the European Union Rule of Law Mission in Kosovo (EULEX), in cooperation with the Information and Privacy Agency (IPA), addressed the issue of protection of children's personal data in the digital world through the roundtable discussion “Children’s Privacy and Institutional Responsibility.”

The initiative brought together representatives from UNICEF Kosovo, the Ministry of Justice, the Ministry Labor, Family, Liberation War Values, the Ombudsperson Institution, the Kosovo Judicial Council, the Kosovo Prosecutorial Council, the State Prosecutor’s Office, and the Union of Education, Science and Culture of Kosovo, who discussed the shared responsibilities behind the collection and processing of personal data, focusing on the importance of exercising special care when handling children's information.

In her opening remarks, the EULEX Deputy Head of Mission, Emily Rakhorst, stressed how in an era where the digital environment and artificial intelligence continue to expand, children have become extra exposed. “Their identities must be protected and it is our duty to safeguard them against violations of their privacy and the possible negative consequences of those violations,” said Rakhorst.

During the discussion institutions shared practical experiences, challenges, and best practices, strengthening cooperation in safeguarding children's privacy and personal data rights to protect children, ensure a safe environment for them, and guarantee that effective mechanisms for the prevention, protection and rehabilitation of child victims are in place.

The event was the fifth and last initiative organised within the framework of the EULEX Small-scale Project “Enhancing justice institution capacities, improving professional knowledge, and align practices with EU standards vis-a vis personal data protection and access to public documents.”

The project, which was successfully implemented from 29 January to 1 June 2026, involved over 270 participants from Free Legal Aid Agency, Kosovo Agency for the Administration of Seized and Confiscated Assets, Kosovo Corruption Prevention Agency, Kosovo Correctional Service, Kosovo Judicial Council, Kosovo Justice Academy, Kosovo Police, Kosovo Probation Service, Kosovo Prosecutorial Council, Ministry Labor, Family, Liberation War Values, Ministry of Justice, Ombudsperson Institution, Police Inspectorate of Kosovo, State Advocacy Office of the Ministry of Justice, State Prosecutor’s Office, and Union of Education, Science and Culture of Kosovo, aiming at strengthening institutional capacity in personal data, providing a learning platform to strengthen the implementation of Personal Data Protection and Access to Public Documents Legislation by the Kosovo justice system.
