Our staff follow internal rules and regulations covering administrative tasks such as payments , leave requests and performance management . Staff are also accountable to one another and the organization by maintaining prefessional conduct and behaviour towards one another and in the performance of their work. The Mission ensures accountability through internal audits , checklists and annual performance reviews
EULEX, as a mission established by a decision of the Council of the European Union, is accountable to the EU and its Member States. This accountability is exercised through a structured reporting chain, extending from the Head of Mission to the Civilian Operations Commander, and ultimately to the High Representative for Foreign Affairs and Security Policy. Financial accountability is ensured through oversight by the European Commission, which supervises the Mission’s financial operations.
EULEX is also accountable to its partners in Kosovo, particularly the rule of law institutions and the broader public. This is upheld through regular engagement between the Mission—especially the Head of Mission—and Kosovo’s authorities. Furthermore, EULEX maintains transparency by providing timely and accurate information to civil society, the media, and the general public. The Mission’s website and social media platforms serve as key tools for disseminating this information.
While EULEX, like other international and diplomatic missions, enjoys immunity from local legal and administrative procedures, this does not exempt its members from respecting the laws of Kosovo. In cases where a staff member is suspected of breaking the law, their immunity may be waived. If so, they may face civil or criminal proceedings—either in Kosovo or in their home country.
All EULEX personnel are bound by the Code of Conduct and Discipline for EU Civilian CSDP Missions. These standards apply to their professional and personal conduct both within and outside the workplace. Failure to comply may result in internal investigations and disciplinary measures.
Disciplinary proceedings within EULEX are confidential. Based on the findings of internal investigations, recommendations or disciplinary actions may be taken. While the investigation outcomes remain private, any resulting decisions concerning seconded personnel are shared with the relevant national and/or EU authorities.

EULEX’s Human Rights Accountability Mechanism - Complaints alleging human rights violations by EULEX Kosovo in the conduct of its executive functions can be filed to the Human Rights Review Panel (the Panel).
